Autonomous vehicles are scaling fastest in our cities — Waymo across the Bay Area and Los Angeles County, Tesla and others testing under permit — so the governance template is going to be written somewhere, and it should be written here, carefully, rather than later in Washington under crisis conditions. The 2024 law and the July 1 rules give us the most comprehensive AV framework in the country: a citation pathway for police, response-time obligations, penalties for incursions into active emergency zones. Other states will borrow from this. Getting the architecture right now — enforceable, specific, technology-aware — is how you let the industry keep growing without forcing a backlash that shuts it down.
