Calm contingency, not alarm
An Emirati civil-defence official would argue —Moving schools to remote learning is precisely the kind of low-cost, fully reversible measure a responsible government should take when regional risk rises. Children keep learning, families keep their routines largely intact, and we remove crowded school runs and packed campuses from the list of things we'd have to manage if conditions deteriorate further. The 8 May review date is the point: this is not an indefinite shutdown or a signal of imminent danger, it is a scheduled reassessment built into the decision from day one. We have the infrastructure for online learning, we have used it before, and using it again now is prudence, not panic. Better to step down from this posture in four days than to be caught flat-footed.
